Rural Business Incubation Centre

There is no formal minimum degree requirement. We assess entrepreneurial potential, commitment, and understanding of the problem you're solving — not certificates. Basic literacy to complete the application and engage with mentors and programme content is expected, and reasonable support is available for applicants who need help with the written process.

We accept a spectrum — from a validated concept or early prototype to a venture already generating some revenue. Pure unvalidated ideas with no grounding in the target community's needs are less likely to be selected; we look for evidence you've spoken to potential customers or have direct experience with the problem.

Per the Incubation Policy, eligible ventures must be at idea stage, pre-revenue, or early-revenue — up to ₹25 lakh in annual revenue at the time of application. Ventures already generating annual revenue above ₹25 lakh, or that have raised significant institutional funding (Series A or equivalent), are not eligible for this programme. If that's you, you're likely better served by an accelerator, and we're happy to refer you to relevant accelerators in our network.

Selection follows a structured, multi-stage process set out in XCITE's Incubation Policy:

• Application: You submit a structured application covering your enterprise idea, founder background, market understanding, and community relevance.
• Pre-Screening: A Pre-Screening Committee — the Incubation Manager plus one RIC member — reviews every application against a qualifying rubric (geography, stage, community value, founder intent, disclosure completeness, and absence of red flags). Outcomes: proceed to interview, conditional proceed (7 days to clarify open points), or rejection (formal letter within 14 working days of the application deadline).
• Screening Interview: Shortlisted applicants are interviewed by the RBIC Incubation Committee (RIC), or a sub-committee of at least two RIC members, for 30–45 minutes, and scored against XCITE's 100-mark evaluation framework — impact potential, founder strength, founder–market fit, business viability, resource leverage potential, integrity & due diligence, investment readiness, and ecosystem contribution.
• Selection Decision: A minimum aggregate score of 50/100 is required for selection. Applicants scoring 45–49 may be waitlisted for the current cohort. The RIC may also admit one additional women-led or tribal-led venture scoring 40–49 per cohort to meet the inclusion mandate, provided there are no red flags. Selected applicants receive a formal Offer Letter and execute a Programme Agreement before joining the cohort.

Note: Bootstrap grant amounts and milestones are not decided at selection. They're assessed separately — either at an Early Investment Window at the end of the Opening Bootcamp (for more mature ventures) or the Graduation Window at Demo Day — where the RIC evaluates readiness and recommends terms to the Investment Decision Committee (IDC), which holds final authority on grant quantum and milestones.

The full process typically runs 4–6 weeks from application close to final selection.

In line with standard NABARD RBIC support, incubatees typically receive:

• Structured mentorship from founders and sector experts
• Hands-on business development, compliance, and/or market-linkage support
• Access to workspace/infrastructure where applicable
• Bootstrap/seed grant-in-aid support up to ₹5,00,000 (not a loan), disbursed in up to three milestone-linked tranches (up to 40% / 35% / 25% of the approved amount) per XCITE's Bootstrap Assistance Policy and Incubation Policy. This support is developmental, not guaranteed for every applicant — amounts and eligibility are assessed case by case, either at the Early Investment Window (Month 0) or the Graduation Window (Demo Day, Month 6)
• Exposure visit(s) to relevant business enterprises and/or role models
• Business support services on elements like compliance, websites, digital onboarding, bookkeeping, packaging, branding, and communications. Some services may be chargeable, as per scope

This is a hybrid model with periodic in-person bootcamps/workshops at XLRI Jamshedpur, combined with remote mentoring and handholding so founders can continue operating their ventures on the ground in their home districts. This is the standard approach since relocating rural founders away from their venture location for an extended period is usually counterproductive.

Yes. To keep seriousness in the programme, each participant bears a nominal incubation fee of ₹1,000/person. This is the only fee XCITE charges towards programme participation.

No. For incubated ventures, the grant of up to ₹5 lakh provided through XCITE is not in lieu of equity. It is not disbursed as a lump sum but released in up to three tranches (40% / 35% / 25%) linked to mutually agreed milestones, as approved by the Investment Decision Committee (IDC).

Any follow-on funding facilitated post-incubation or at Demo Day — via banks, NABARD-linked schemes, NBFC-MFIs, angels, or impact investors — is a separate, direct arrangement between the venture and that funder, not through XCITE taking a stake or providing the capital itself.

Yes. XCITE is India's first NABARD-funded Rural Business Incubation Centre, operating under a NABARD Gramya Vikas Nidhi grant, housed at XLRI Jamshedpur. NABARD's support underpins the funding, governance oversight (via the Investment Decision Committee, chaired by a NABARD DGM or designated representative), and mandate to build rural enterprise across 12 eastern and northeastern states.

Both are accepted. Solo founders can apply, though we encourage identifying co-founders or key team members early, as execution capacity is part of what we assess. Most rural incubators cap team size loosely around 2–4 core members for the purposes of the application, without disqualifying solo founders.

XCITE's Incubation Policy does not prescribe a formal age ceiling. Applicants should be adults of legal working age (18 years and above), able to enter into the Programme Agreement and, where applicable, grant agreements on behalf of their venture.

Yes. Registration is not a prerequisite to apply. Standard practice is to require formal registration (e.g., proprietorship, partnership, FPO, or company) only once a venture is confirmed for onboarding and before any grant-in-aid is disbursed — XCITE can guide you through this as part of incubation. Note that grants are disbursed only to the entity's registered bank account, so formal registration is a prerequisite for any grant tranche, even though it isn't required to apply or be incubated.

Yes. Eligibility is based on where the venture operates or intends to operate (i.e., the beneficiary community's location), not the founder's home state or residence. So if your venture serves or is based in one of XCITE's 12 mandate states — Bihar, Jharkhand, Odisha, West Bengal, Sikkim, Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, or Tripura — you are eligible even if you personally are not originally from that state.

XCITE's mandate is broad rural enterprise development. Per the Incubation Policy, XCITE particularly encourages ventures in:

• GI-tagged products and local heritage industries
• Agri-value addition, post-harvest processing, and non-farm rural livelihoods
• Women-led and tribal entrepreneurship models, including SHG-linked enterprises
• Rural supply chains, market linkages, and last-mile distribution
• Social enterprises with measurable community impact in health, education, or environment
• Technology-enabled rural solutions suited to low-connectivity, low-literacy contexts

Purely urban-market or non-rural-linked ventures are generally outside scope.

Standard documentation typically includes: government-issued ID proof (e.g., Aadhaar), address proof, any existing business registration or GST certificate (if applicable), and a brief business plan or pitch summary. Educational certificates are generally not required given there's no formal degree requirement.

You will also need a minimum of two professional references with signed recommendations for background verification. These can be community leaders, government field officers (NABARD, ATMA, KVK, SRLM), SHG/FPO representatives, or professional contacts who can speak to your character, community engagement, and business intent. References from family members or personal friends are not accepted.

Per the Incubation Policy, application materials are made available in Hindi & English. If you need support applying in another regional language, reach out to your local XCITE point of contact.

Your application moves through pre-screening, and shortlisted applicants are contacted for the screening interview. Rejection decisions at the pre-screening stage are communicated within 14 working days of the application deadline; total time from application close to final selection is typically 4–6 weeks.

Yes. XCITE welcomes reapplication in future cohorts, and we may share brief feedback with non-selected applicants to help strengthen a future application.

Note: this is different from the 12-month gap that applies specifically to ventures that voluntarily exit the programme after being selected.

The incubation programme runs for 6 months. It opens with an Opening Bootcamp at XLRI Jamshedpur and closes with a Graduation Bootcamp and Demo Day, also at XLRI Jamshedpur. In between, there are mentor-led sessions, group expert sessions, field immersion, exposure visits, and formal reviews.

Incubatees get structured access to XCITE's mentor pool (founders and sector experts) throughout the programme, with a minimum of one structured one-on-one mentoring session per month (60 minutes) with your assigned mentor. This is supplemented by periodic group workshops/bootcamps, Spotlight sessions, and milestone-based Formal Reviews — it is not a self-paced format.

Given XCITE's mandate spans Hindi-belt and Northeastern states, training is conducted in a mix of Hindi, English, and — where mentor/cohort composition allows — relevant regional languages, so founders aren't disadvantaged by language.

No long-term relocation is required under the hybrid model — you'd continue operating your venture in its home location, with periodic travel to XLRI Jamshedpur (or a designated regional hub) for bootcamps and reviews.

XCITE operates as a Section 8 company under a NABARD Gramya Vikas Nidhi grant, so programme costs and any bootstrap support to incubatees are grant-funded by NABARD.

XCITE facilitates market and ecosystem linkages and prepares ventures for follow-on funding readiness, connecting graduating ventures to banks, NABARD refinance-linked schemes, NBFC-MFIs, and impact investors. The incubator itself does not provide large-scale direct funding beyond the initial bootstrap/seed support described above.

Founders retain full ownership of their venture's IP; XCITE will not take rights over your idea, brand, or business model by virtue of incubating you.

There's no exam. Per the Incubation Policy, graduation (standard exit) requires:

• Minimum 70% cumulative attendance across programme sessions
• Completion of at least two Formal Review cycles (Months 2 and 4)
• Participation in the Graduation Bootcamp and Demo Day pitch
• Submission of a final milestone report and utilisation certificate (if you received a grant)

Ventures that hit exceptional milestones well ahead of schedule (e.g., significant institutional investment, demonstrated scaling) may also apply to the RIC for Early Graduation, with full Alumni Track benefits.

Graduation is governed by XCITE's Incubatee Graduation Policy and the Incubation Policy. On successfully graduating at Demo Day, your venture moves into the Alumni Track.

Yes. Graduated ventures remain eligible for quarterly review support from XCITE for up to 12 months post-graduation, an ecosystem plug-in — introductions to buyers, investors, and government schemes — and mentoring on a best-effort basis.

Minimum 70% cumulative attendance across all programme sessions is mandatory. Missing three or more consecutive sessions (including 1:1 mentor, review, or expert sessions) without at least 24 hours' prior written notice is treated as a breach: a first breach draws a written warning from the Incubation Manager, a second triggers a CEO show-cause notice and RIC review, and a third can be grounds for exit from the programme.

If you're based in a remote or underserved area, or managing agricultural/seasonal constraints (harvest season, travel distance, caregiving responsibilities), you can apply for an attendance accommodation waiver with prior written notice — the CEO reviews these case by case. The spirit of this rule is to screen for disengagement, not to penalise structural access barriers.

At the application stage, red flags include political affiliations that compromise XCITE's neutrality, open criminal/civil legal proceedings against the founder(s), unrealistic or unsupported claims, prior equity dilution that compromises viability, concealed parallel incubation, unclear ownership/governance, or a venture with no community impact beyond individual benefit.

During the programme, grounds for review or exit include attendance below 70% without a documented reason, chronic absence, material misrepresentation of progress, revenue, or grant utilisation, conduct that disrupts the cohort environment or violates XLRI campus norms, or insolvency of the venture. Involuntary exit follows a defined process — a formal warning with a 30-day remediation period, a show-cause notice, RIC review, and a right to appeal exit decisions to the Board.

Yes, but you must disclose this at the time of application. Parallel incubation is permitted only if the support you're seeking from XCITE is complementary and non-overlapping with the other programme, and you submit a written No Objection Certificate (NOC) from that incubator. You must also disclose any grants you've already received and their purpose — XCITE will not award a grant for a purpose that has already been funded elsewhere. Concealing parallel incubation or prior grants, if discovered later, is grounds for immediate disqualification or exit.

You can apply for a deferral of up to 6 months for a documented force majeure event, such as illness of a key founder or a natural disaster. Deferrals are subject to CEO approval, and your venture rejoins the programme at an appropriate point in the next cohort cycle.

XCITE has a tiered, written grievance mechanism. Concerns are first raised with the Incubation Manager (Tier 1, typically resolved within about 5 working days); unresolved matters go to the CEO in writing (Tier 2, decided within 10 working days, with referral to the Investment Decision Committee for grant-related disputes); and decisions on exits, grant disqualification, or procedural fairness can be escalated to the XCITE Board within 14 days (Tier 3), whose decision is final and binding. XCITE will not penalise anyone for good-faith use of this process.

Private Limited Companies, LLPs, Partnerships, Farmer Producer Companies (FPCs), and Cooperatives are all accepted enterprise structures. Individuals, SHGs and proprietorships can be onboarded for mentorship and incubation support, but aren't eligible for grant-in-aid or equity investment until they formalise into one of these structures. Your venture must also demonstrate community or ecosystem value beyond individual benefit, and be engaged in legal, ethical activity with no adverse environmental or societal impact.

Yes. Grants are disbursed only to your venture's registered bank account and must be used strictly for the agreed business purpose — not personal expenses or loan repayments. This is not a sustenance grant. You'll need to submit quarterly utilisation certificates, and XCITE reserves the right to conduct unannounced site visits or request your books of accounts during the grant period.
